Not only is it in a pretty terrible attribute line but other elites are simply stronger - Devhammer-Eviscerate-Cripslash-Magehunters.

If it wasn't an elite it might see a bit more play (both PvP and PvE), though I doubt it. Warriors usually don't waste many (or any) points in Tactics so it's just 15 damage at zero points. Not to mention that the stance removal and damage are conditional.
It's not a great skill to begin with, and it's a horrible waste of an elite slot.

15s to recharge? Way too slow to be useful. The conditional damage and the fact that it's Tactics (would make more sense as Strength, really - maybe rename it "Trip" or "Leg Sweep" if it's going to stay where it is?) just makes sure it never rises above the level of "garbage".

Being linked to Tactics and the slow recharge make it undesirable compared to other sources of knockdown.
I personally don't like skills with a conditional "if enemy is moving" part. Although it always knocks down, there are other ways to knock down while always dealing damage, and more often, that are also touches.

It's alright. 9 sec KD lock on Axe is nothing to be trifled with, and stance removal is welcome in most any fight.

^That, in RA, competitive mission or AB, you can bounce some one like a basketball if you time it right, and balance stance and the new fleeting can't save you.
